I play it so that Winning Smile and Impressive Display give you a bonus to a Charisma check to get a favor. If it fails, then you can use Bribery to get another roll.

I should say, that I don't treat a failed Interaction Test as a hard no. The GMC may ask for an inconveniently significant Favor from the party that needs to be completed first.
