Are there any suggested rules for blood pebble armor under something like hide armor? It seems like it would be possible mechanically, as it does not seem like blood pebble would impede wearing traditional armor since you can already wear clothing over blood pebble. Anyone have thoughts on if/how the armor attributes and penalties would stack and if not is there a logical in-game reason this would not work? Perhaps the defense ratings add together but there is an extra initiative penalty due to decreased mobility caused by stacked armor?
A player asked today during a session and I came up with no logical reason to disallow it, wondering what others think.

It would not work. Blood pabbles are big stones sticked to your skin - try to wear something over that.
In previous edition you could wear espagra cloak over another armor with only -1 penalty to initiative - it was really op and now you can use only 1 type of armor.

You can combine them, but it chafes terribly in a delicate place.

The suggested rule is to only allow one source of armor.
Blood Pebble and Living Crystal can have other things worn over them, but they still take up your "armor slot" if you will.
If there is an occasion where they need to wear armor over armor (disguise as someone else?), then take the higher armor values, and combine the Initiative penalties.

As GM ruling at our games we allow for the same rules limits as Blood Elves.
Since Blood Pebbles are small chunks of crystal sticking from your skin. It's always seen like a dermal piercing and you don't want heavy things hanging from it.
So.. Only fern-weave can be worn without penalties, other then that is an additional "pain" penalty as the armor rubs, pulls and gouges into the blood crystal armor. Heavier armor, bigger penalty.
