Can it be used to help target overcome Poison, so it would be Tou + Devotion Die?

If Yes, can Questor use it on himself?

I'm not entirely certain what you mean by "overcome poison". If you mean a Poison Resistance test (Toughness or Iron Constitution), no, it does not apply. If you mean using Physician to treat poison (as an example), then yes, it certainly applies. If the questor is allowed to treat their own wounds by the ability in question, they can use it on themselves.
