Windling Weapon resizing

It states in the players guide that a weapon built for another race could be modified for a windling for a 25% fee. This is so it feels right to the windling, but does not change the game statistics. So, does this mean that say a windling wants to wield a hand axe (two handed because of the size 2) that said windling would have to pay more? Been thinking about the 25% cost could reduce the size category by 1. If not then the weapon choice is pretty trim for our vertically challenged friends of the flutter.

The customization does not change the stat's nor reduce the size category.
A hand axe is normally sized to fit comfortably in a human or a dwarfs hands. A windling can wrap their hands around it, but it would feel the same as a human wrapping their hands around a fence-post. it can be done, but is not really comfortable and it is likely to be held awkwardly.

A windling who found a nice hand-axe that they liked might pay to have a new haft put on it, thinner and shorter, with a different center of balance. More comfortable in the windlings hands and arm, and designed as a two handed windling weapon, not a one handed dwarvish one. So new haft, but the axe head remains the same. A dwarf who picked up that hand axe would find the handle too short and light for his taste.

The text you quoted did not specify any penalty for a windling using dwarf sized weapons or visa versa, so it can probably be done in a pinch without penalty. But it would just feel very wrong and uncomfortable.

Most weapons are available in windling sizes, they just did not bother to list more than a few.

Any size 1 or 2 weapon exists in a windling version with the same stats and can be purchased new at no extra cost.*

The 25% fee is an aftermarket cost for modifying a non-windling weapon to be suitable for windlings to use.

* Availability might be more rare (which might affect price). Remember that windlings are a pretty small portion of the overall population, and it might not be worth a shop to keep a selection in stock, depending on where they are and the clientele they typically serve.
