I'm confused, can Blood Wounds be healed by a healing potion within the year and a day duration, or after?

Yes, they can, but they require a test, and if successful, they leave a (permanent) mark.

Because after a year and a day, they can be healed normally, like any other wound. (After a full night's sleep, when not suffering any current damage.)
Just like blood magic damage turns into "regular" damage that can be healed, the blood wound becomes a "regular" wound.
