By RAW, you cannot deliberately raise Free Talents. A proposed Optional Rule would allow you to spend Legend to raise the Free Talent and then get that Legend back after Circling. Note that you should not allow players to use the Free Talent to Circle if you are also using the Using All Talents To Advance Optional Rule.

I would place that under "Thread Magic" currently. No raw LP expenditure, but you can certainly raise those ranks with Thread Items, Pattern Items, etc.

I wouldn't let skills stack with talents - that could get really messy really quickly. Etherial's suggestion for a house rule would be better, I think.

Actually I was just thinking of buying the skill separately. Didn't think you could stack them.
