Attack (Standard Action), Move (lets say half of movement rate), Second Attack, Move (other half of movement rate), Second Weapon?
2) And without Splitting Movement:
Attack (Standard Action), Move, Second Attack?

I'd say you're asking two questions:
1) Does split movement allow you to perform more than two separate move sequences, a la "move - act - move - act - move"? (Note one of those actions would have to be a Simple or Free action)
2) is it the intent that Second Attack be available after a move (whether the move is split or not)?
On 1, I'd say why not. Even if it wasn't intended, the language is loose enough to suggest it should be allowed. On 2, I'm personally more leery

I think it would be a house rule, which means sure if it works for your table. I'd probably insist on the players using Splitting Movement, though.

Splitting Movement is for somethng different: move, Action, move. You have only one Move action so cant move twice in a round normally.

Yes, Momentum Attack would have to be used after one of the attacks but before move.
