Yes, Item History rank determines the maximum Rank that can be discovered. If you know Item History at rank 4, then you can at most uncover the rank 4 powers. This might be done in 4 tests in 4 weeks with one success each, or it might be done in one week with one test with 4 successes. Any successes in excess of a cumulative 4 are wasted and reveal nothing.
And once again, if this is the first time Justin Payne has seen the items, and John Doe already knows the first three ranks, he can show the first three ranks to Justin Payne before he starts, then the first success Justin Payne achieves will uncover the fourth rank (since Justin already knows the first three).
