Illusionist Fog of Jeer spell - some questions

On consideration, this spell would become significantly more functional if there were no visual effects, or at least not a clearly demarcated circle that says "step out of me to remove effects." If the target(s) just started hearing voices and becoming enraged without some weird fog effect, that would make a lot more sense for what is a purely mental effect and it would lend itself to the setup of the Illusionist laughing at the target(s) and then the target(s) hearing all those old voices of doubt and shame. The whole fog of images honestly sounds more like a Nethermancer spell effect.

The Fog of Fear allows a Nethermancer to attack multiple targets with the Frighten talent, which attaches negatives to all actions for Frighten rank rounds.
Seems weird to not just translate the spell like was done with all the other copycat spells you mention. Instead of some difficult to rule multiple effect rage mechanic, Fog of Jeer seems like a natural fit to enhance the Taunt talent the same way Fog of Fear enhances Frighten. Also, it would put the spell on the same usefulness as Fog of Fear in that it would allow the caster to *choose* targets.
Was it the multiple Strain cost that prompted the change? The increased possible effect? Seems like those balance each other out pretty well.
