How difficult is it to learn Theran during play?

What is the difficulty of learning Theran and other provisional languages? In the Player's Guide there are only ratings for racial languages.

Theran is sad to be a variation of Sperithiel so would it be that though raised by two since it's a dialect?

Theran is descended from Sperethiel but is not a dialect of it, the way that Spanish is descended from Latin but is not a dialect of Latin. The difficulty to learn Theran in the Theran Empire book is 5, which is the same as the difficulty for learning Barsaivan Dwarven. It is likely they have the lowest difficulty because they are so ubiquitous in their respective settings that that even those who do not speak it are at least somewhat familiar. The "true" difficulty is probably 6 for both of them.
