On the "Profession/Core/Optional Skill Rank Cost Table" on page 264, I am not sure if the costs are for the tier the skill is, or the skill slot is.
Example: A journeyman tier character decides to pick a skill from his Initiate or Novice Core or Optional lists. Does he pay AP to advance it as a Jouneyman skill (like you would in Earthdawn) or a Novice skill?

Same question with Free skills. A Journeyman character CAN choose free skills that are available starting at Journeyman tier to put into their Journeyman free skill slots. What if they choose a skill that is available at Novice, does the skill advance using the AP cost of a Novice or Journeyman free skill?

The key is on p.263: "the Tier when it was learned". You pay the cost for the Skill according to the Tier your character was at when you learned the Skill. If you learned the Skill as a Novice, you pay the Novice cost for it. If you learned the Skill as a Journeyman, you pay the Journeyman cost for it, even if it's an Initiate Tier Skill. Remember that the Tier of the Skill simply determines when it is first available to characters, and has nothing to do with the cost of purchase or advancement. "Tier", like "Level" in D&D, is an overused term, but there wasn't a good alternative option that didn't overcomplicate an already crunchy system.
