Is Mystic Paths the book that enables spellcasters to use magic beyond the 8th circle?

Unfortunately no.

Mystic Path introduce the concept of Paths that converted many of the old 'extended, racial-only' Disciplines into paths that can be taken 'on top' of your Discipline. They also introduce/'converted' some new 'full' Disciplines like Shaman.

There is currently no 4th edition books concerning spells for Warden and Master (Circle 8+) casters. Although those were usually introduced in previous editions into the Companions books, they did not do so this time. The developers say they want to introduce a new game mechanic for spells over 8th circle, something about 'rituals' but the mechanic was not ready in time for the release of the Companion so, at the moment, there is no spells nor mechanics for caster over 8th Circle. It would be relatively easy, however, for a GM to sit down and adapt spells from 3rd edition (or older) if needed.

This decision not to release spells in the Companion was... not well received and created a lot of drama that I won't detail here.

The developers have announced that they do plan to release a 'magic' book later on that would include, among other things, this new ritual mechanic. There is no release date for this book yet as it is not scheduled to be the next book released (the next book should be on the city of Iopos).

Mystic Path, however, is definitely worth the read.
