This blood charm shows up on page 140 and 264 in the Travar book. But it does not show up any place else. Is the stats in some other book or was it just forgotten to be put in Travar book?

Cropdiver Charm was in Serpent River 3ed.

As RazenGM says, its from the Serpent River book. It was never intended to be in the Travar Book, which was originally written for 3ed

More specifically, there were references to it in the Travar manuscript, and not all of them were caught in editing.
