You could make it a Spellcasting Test using the user's Perception and the Spellcasting Rank of the WS who built it, and then a Willforce Test again using the user's WIL and the WS's Skill Rank. That would be more in keeping with deploying a Bind spell from a tactical device.

I went with Attribute points for TB and Typhoid to slow the progression. If you lose an Attribute point, you might not lose a Step. Trying to keep the diseases historically and medically accurate and yet make the RAW a little less brutal.
