I don't think I've ever seen much use for that spell, that's probably because I think about 100% of the Elementalists I ever played with were windlings. 'Nations of Barsaive volume 3: Cara Fahd' (3rd edition) gives the a description of the life of Cathon Grimeye, starting around page 40. The old adventure module 'Blades' probably have some hints about it too.

Threads items are usually much more than just 'more damage'. No matter how good the Weaponsmith is, he cannot forges bonuses to talents (or even actually GIVE access to a a talent), improve things like PHY/MYS/SOC Defenses, improved initiative, allowing karma on some stuff etc. The value of a +1 to ...

Although I would usually agree that 'all tests' might actually be 'shorthand' for 'all ACTION tests', in this specific example (Knocked Down penalties) that would not be the case since the description specifically states 'including his next initiative test'.

Yes, it's an Effect test, not an Action test. Or are you actually saying that all tests are subject to reduction, even Initiative and Spell Effects tests? Well, the description states 'all tests', NOT all action tests thus: Actions tests are tests Effect tests are tests Initiative tests are tests

The only canon name that I can think of is/was Neden's flagship: 'The king's justice'.
